Per CT DEP Marine Fisheries:

NY has their own free registry that their fishermen will now sign up for instead of a marine (salt water) license. This will be treated with the same reciprocity between CT and NY in Long Island Sound only. For those fishing south of Fishers Island or in any other NY waters (south of LI, etc.) they will need the free NY registry (same area where reciprocity was not recognized previously). Basically the same as before, now the free NY state registry paper takes the place of the former NY marine license.

FYI.

All NY licenses cover the period from 10/1 in one year thru 9/30 the following year.

I bought a non-resident NY license for the 2010 - 2011 license period and just called to ask what to do re: certificates/license, etc. They said:

1. There will be no refund as I needed the license to fish from 10/1/2010 thru 3/1/2011.

2. They automatically added me to their registry, so I'm now good thru 12/31/11.

3. However, the registry is not fully operational yet, and they will send me a new certificate when the registry becomes operational.

4. Meanwhile, my current license SHOULD BE good if I'm stopped before I get my new certificate.

If I have a CT Salt water License(federally recgnized), with reciprocity to other states, can I catch a fluke on the south side of Fishers Island, and return it to CT Waters, yes or no.! A one word answer would be sufficient.

So , until they get the registry set up and working , you do not need any license to fish NY waters .
After they get it set up it would seem that all one would need to do is register for free .
I don't see that as a big deal .

My understanding of the way things will work with the "new" NY license, permit or whatever they are calling it, is that your CT marine license will be good in NY waters of LIS. If you go into Fisher's Island Sound or the south shore of LI you will need the NY license. If you legally catch fish in NY waters and have a CT marine license you can legally land those fish in CT, PROVIDED that the fish meet CT's size and creel limits.

If you have specific questions about New York's registry for salt water, here is the phone number for the NY EnCon Police office that covers their marine district. 631-444-0460

I would suggest giving them a call (I don't have an email address for anyone down there) and asking them directly. I don't want to give you information based on my understanding of NY law and give you the wrong info or interpretation. The info I posted at the top of this thread was provided by CT DEP Marine Fisheries.

From the NY DEC site,
"The new law establishes a no-fee registry to take the place of the marine license. DEC is currently developing the registry, and expects to have the new no-fee registry in place in early June. In the interim, saltwater anglers may fish without a marine license and without registering with DEC."

No permit/registry needed until they get the process in place.
