I heard somewhere that if you do this survey you will not be charged for the salt water licience you only have to pay for the fresh water one.
is this correct? and if so , how do we do it?

I believe that's only in the states that are using the Federal registry. I don't know any of the states who have their own saltwater license giving out free ones. The only free one you can get here is when you turn 65.
Also NJ get mine every year even if I do not use it.
Can we get a NY one and use it in CT?
