When jigging through the ice, using an attractor/flasher combined with a smaller, bait-containing lure, is it necessary to remove the hook(s) from the "attractor" ie is it legal to have two hooked-containing lures on the same jigging rod ?

Perfectly legal. I never do use a small top jig though because sometimes it gets caught on the ice when you have a fish on the bottom jig and can snap the line. I lost a big trout that way, never again.

26-112-43. Definitions and restrictions(q) "Ice fishing" means fishing through the ice with tip-ups, bobbers or floats, similar devices or hand-held jigs. The following restrictions shall apply to ice fishing:
(1) Persons legally licensed to fish may use, at one time, tip-ups, bobbers or floats, similar devices or hand-held jigs in any combination thereof, not exceeding six in the aggregate.
(2) Persons under sixteen years of age may use two tip-ups, bobbers, floats, similar devices or hand held jigs in any combination thereof, not exceeding two in the aggregate.
(3) Each line shall be restricted to not more than three baited hooks, with or without attractors, or three ice flies or three artificial lures or any combination thereof, not exceeding three in the aggregate.
(4) All tip-ups, bobbers or floats or similar devices shall have the name and address of the person using the same legibly printed thereon or attached thereto.
(5) No tip-ups, bobbers or floats or similar devices shall be used unless they are personally attended.

Actually yes....I copied the old regulation. Here's the newest one.

Thank you. But if you have 2 baited hooks on one jigging rod, does that mean you have to remove a tip-up meaning it (the double-lured jigging stick) would count as 2 fishing devices to adhere to the 6 limit ? Does the law mean the number of hooks or fishing devices ? It appears to me that the statutes indicate that you can have up to 3 hooks on up to 6 fishing devices. Not that I would do it. Thanks

The hooks are per device , not a grand total. So 6 devices with up to 3 baited hooks with or without attractors per device.
Not to confuse you, but there is no restriction on the number of hooks, only on the number of baited hooks, ice flies and what ever else is listed. As an example take a Jigging Rapala. This lure has a single hook on the head, a single on the tail and a treble on the belly. UP TO three of those "points" may be baited. Doesn't matter if you count the hooks as 3 or 5 as long as only 3 points are baited.
