Marijuana grow on state property
On September 4th, EnCon Police Officer Erin Crossman and EnCon K9 Ellie assisted the Statewide Narcotics Enforcement Unit by conducting a search for marijuana grows in various parts of Camp Columbia State Forest. The search found three separate grow locations on state property. 6 plants were seized from one area, 100 plants from a second area and 25 plants from a third area.
Explosive device found at Flood Control area
On September 06th EnCon Police and Winchester PD responded to Mad River Flood Control area to a report of an explosive device in the "dry dam" area. Connecticut State Police Emergency Services Unit (Bomb Squad) responded and identified the explosive device as a widely available training round. The device was taken into possession by CSP ESU and removed for further investigation.
Suicidal person
On September 18th EnCon Police with Southington PD responded to the area of Crescent Lake and Sunset Rock State Park, Southington for a report of a suicidal male whose vehicle was located at Crescent Lake. The subject was eventually located deceased off of state property. EnCon Police officers with ATVs assisted Southington PD and FD in moving the body out of the woods.
Assault leads to heroin possession arrest
On September 22nd, EnCon Police Officers Tim Hill, Ed Yescott, Keith Williams and Special Conservation Officer Robert Clark responded to Dennis Hill State Park in Norfolk to the report of an assault. The Victim stated that she was physically assaulted and that the Suspect left the park before Officers arrived. During the course of the investigation approximately 8 grams of a heroin like substance and packaging consistent with narcotics distribution was discovered in the possession of the assault victim. The female subject was placed under arrest for Illegal Possession of Heroin, Illegal Possession of Heroin with Intent to Sell / Distribute, and Illegal Possession of Drug Paraphernalia with Intent to Conceal and was transported to Troop L where she was processed and held on a $50,000.00 bond. Officers were able to identify the assailant and after hours searching multiple possible addresses the suspect was finally located in Torrington, CT. The subject was taken into custody with the assistance of the Torrington Police and was transported to the Torrington Police Department where he was charged with Breach of Peace, Assault 3rd degree, Conspiracy to Commit Illegal Possession of Heroin with Intent to Sell / Distribute, and Conspiracy to Commit Illegal Possession of Drug Paraphernalia with Intent to Conceal. The subject was held on a $100,000.00 bond.
EASTERN DISTRICT
Commercial fishing violation
On September 12, 2013 officers from the Eastern marine sector conducted a boarding of the fishing vessel “Gabby G” in New London as part of the Joint Enforcement Agreement. During the offload of the catch, consisting of mostly whiting, officers determined that the master of the vessel had approximately 34,740 pounds of whiting on board. Federal fishing regulations limit such vessels to 30,000 pounds for conservation purposes. The additional 4,740 pounds of fish were seized and the case will be referred to NMFS - Office of Law Enforcement for enforcement action.
Boating accident arrest
On September 4, 2013 officer Ulkus arrested a subject on a warrant after a lengthy investigation, who was involved in a boating accident on July 25, 2013. The incident occurred on the Thames River in New London. The accused had illegally taken a sail boat for the day and on his return to the harbor struck another sailing vessel that was moored off of the Thames Yacht club. The accused left the scene of the accident and did not report the boating accident. The accused was charged with using a vessel without owner’s permission, illegal operation of a vessel without registration, illegal operation of a vessel without a safe boating certificate and failure to report a boating accident. The accused is scheduled to appear in New London Superior court on September 19, 2013.
On September 14, 2013 officer O’Brien arrested a boat operator on a warrant, who was involved in an accident in July off the coast of Branford. The vessel operator had struck Big Mermaid Island in Branford Harbor causing severe damage to the craft. Officer O’Brien conducted an extensive accident investigation, which included statements from first responders and he was also able to obtain physical evidence during interviews. After receiving toxicology results from the State Laboratory he applied for an arrest warrant. The boat operator was charged with reckless operation of a vessel in the first degree while under the influence and failure to maintain a proper lookout. The suspect is scheduled to appear in New Haven Superior court on September 24, 2013.
Marine fishing violation
On September 1, 2013 officer Ulkus was conducting boating and fisheries enforcement at the Niantic River boat launch. During a particular inspection, officer Ulkus noticed the operator and a passenger acting very nervous as they discussed fishing conditions. When asked about the contents of some coolers on the boat, the owner stated they only had “sandwiches” in them. A search revealed two striped bass fillets, one fluke fillet and two small black sea bass fillets. The owner of the vessel was charged with the violation and is scheduled to appear in court later in the month.
Hunting arrest
On Saturday, September 28, 2013 information was received from Massachusetts Environmental Police regarding an individual they were investigating for illegal hunting activity. They had been tipped off by someone monitoring Facebook. The hunter had boasted on Facebook of his killing of four deer in Connecticut. The Massachusetts resident met Connecticut Environmental Police Officers later in the day and was arrested for four counts of failure to report archery harvested deer. He was cooperative and released on a summons to appear in court at a later date. His bow and arrows, portable stand, and all processed meat were confiscated by Massachusetts Environmental Police.

I got to witness the entire thing unfold in person,friends where having the annual Redneck Bash when univited guests showed up and the police had to be called.
