CT State Launches: On Site Mandatory Sterilization Clinic - Mandatory Fisheries "Donation" Office Program and Facility

I would like to propose the following program and facility on site while renovating existing boat launches, and mandating the program and facility at all new boat launches. I just read the article posted regarding the $900,000 boat launch in Branford. New Branford Boat Launch
On Site Mandatory Sterilization Clinic - Mandatory Fisheries "Donation" Office: After launch infractions (such as: 3rd attempt to launch or pull boat, not being able to start your boat yet still stay in launch lane without attempting to move aside, 1st offense littering, etc.....) then....
-*entire party of childbearing years get mandatory, immediate and planned painful sterilization on site to stop the genetic madness
-entire party of non childbearing years (or those already already sterile of any age) make a mandatory, immediate and painful "**donation" to the fisheries which at a minimum is the confiscation of the boat, trailer, tow vehicle, any/all additional vehicles on site, and all their contents
*Entire party: boating - fishing is a team sport....so all get involved with all infractions...so be confident and be choosey of the company you (as captain or crew) keep (as in all aspects in life, but that is a whole other post topic)
**Minimum "donation" is confiscation of the entire party's boat, trailer, tow vehicle plus all vehicles if the party carpooled besides the tow vehicle, and all contents of all three+units [boat, trailer, tow vehicle, any carpool vehicle(s)] regardless of their combined value. All confiscated items will be sold at public auction....all proceeds go directly into the fisheries. Since some (but definitely not all) of those involved in launch infractions may not have confiscated items worth enough money...their confiscated items + mandated additional "donation" (money, other boats-trailers-vehicles-campers, outdoor gear, land, home, etc.....) must add up to a value of at least $_____ (probably $10,000 minimum). Again, there is no maximum to confiscated value of on scene party's boat, trailer, vehicles and all contents.....if someone/party launches/pulls and gets an infraction with a $400,000+ Offshore Racer, launch it with their $800,000 custom bus, carpool in their additional twin Porsche customs......it all gets confiscated and goes to public auction.
Who is ready to sign the petition to mandate the renovations of existing, and all new launches, to include the On Site Mandatory Sterilzation Clinic - Mandatory Fisheries "Donation" Office?
PLEASE POST YOUR HELPFUL ADDITIONS AND COMMENTS as we formalize the above draft framework into action......amount of monetary donation +/- $10,000, what infractions should count towards the penalties in this program (posting first hand accounts you have seen and/or created yourself that should be considered as infractions would be helpful as well as provide readers' enjoyment), what fine tuning should be worded in the sterilization and/or donation penalties, etc....

$900,000 is pretty cheap for a public project. The unions that vote our politicians into office need to win these jobs, and to do so they force non union companies to pay their workers ridiculous wage rates. That plus all the red tape with DEEP, DOT, DECD, etc and the cost of these projects skyrocket.
I am not advocating some schmuck go out an hire a bunch of Mexicans, but we should do away with the Federal or Davis Bacon wage rates.....
