A buddy bought a jon boat that does not have a HIN. He has a bill of sale (CT) but no title. Does he have a prayer of being able to get that boat registered? What doe he have to do?

pre 73 i believe had no HIN Hull ID Number if it has CT numbers you need the last registered owners name or this form B-203. There are also some new abandoned vessels laws that might work

I just went through the process of having a HIN # assigned. Yes it can be done just takes a little time.
Here is the response from the DMV when I inquired..
IN ORDER TO REGISTER THE BOAT YOU WILL NEED THE FOLLOWING:
B148 BILL OF SALE B203 COMPLETED BY THE PERSON YOU BOUGHT THE BOAT FROM CALL THE DEPT OF ENVIROMENTAL PROTECTION AND ENERGY - IN ORDER FOR THEM TO ASSIGN A HULL NUMBER. (PHONE # 860-434-8638)
You will deal with Tim Delgado and Sue Simmonds, both were very helpful and a pleasure to work with.
The process was pretty easy...the DMV to register it??? Not so much, it just takes forever!

You have several options. There is an online application on the DEEP website under boating. It is the Request For A Hull Identification Number Application. You can fill that form out and send it to the Boating Division at deep.boating@ct.gov. If you can't find the form online, you can use the same email address listed above and request the application be sent to you either by mail or email. Or you can call the boating division at 860-434-8638.
