Saw the same RESIDENT pontoon boat pulling four tubers last week on West Hill. It was actually pretty comical in that none of the 4 people being towed in their truck tire tubes had a PFD on BUT, they each had a Budweiser in their hand. Also watched a mid age couple getting blown down the lake in their apx. 16 fiberglass bowrider with an eight horse on it that would not stay running. They were calling for help but there was little I could do with my 14 ft aluminum and DISABLED 40 HP. I think that because my boat is similar to many of the other small vessels on the pond, AND, I put a white trash bag over my lower unit and keep it tilted up, I haven't gotten harrassed in awhile, but I'm waiting. I've had visions of ENCON, State Police, and a court case that I'm 100 percent certain, someone else will be paying my fees.
