With the sea-duck season around the corner, I was thinking of hunting the Watch Hill and Napatree areas... the best launch is Barn Island to hunt those areas.
My question is: Can you launch at Barn Island (Ct) to hunt in Rhode Island waters on Sunday?

I am sure you can see it would be the as the fishing regs. Regs. apply where you launch & land. Land in CT then CT rules apply, regardless of where you take the birds.

you would think this is no different than driving over to RI and coming back but then again who would have thought that for fishing it would be different. Looking forward to the response here.

It's OK. Just a little common sense though. When you are coming back into CT waters, unload the shotguns and put them in a gun case. That way there is no question that you are not hunting in CT.
