A coworker just asked me if he needed a fishing licence to fish the pond on his private golf club. I don't think he does but I figured I'd better check to be sure.

If he owns the golf course and the pond then no he doesn't need one. If he's fishing on someone else's property he needs a license unless the location has a Private Waters permit or Association Controlled Waters permit.

Membership and ownership are two different things. If he has the legal authority to sell the property then he's an owner. If he's paying a membership fee then he's not an owner.
