Public Outreach
Over the Labor Day weekend, EnCon Police officers from the Western District participated in a public outreach event at the annual Goshen Fair.
Hunting Related Shooting
On September 4, 2012 EnCon Police Officer Paul Hilli received a report from the Watertown Police of a subject being shot while hunting. Officer Hilli met with the victim and determined that he had been squirrel hunting in Mattatuck State Forest on September 1st. The victim advised Officer Hilli that he had shot at a squirrel and the bullet apparently ricocheted off of a rock and struck him in the ankle. The victim was treated for non-life threatening injuries at a local hospital and released.
Injured Moose Euthanized
On September 10, 2012 EnCon Police received a report from fisherman along the Farmington River near the route 318 bridge in Barkhamsted of a moose that appeared to be injured or ill. Officers responded and determined that the moose was acting confused and unable to stand or walk. The moose was euthanized and removed from the area.
Nuisance Bear Euthanized
On September 11th and 12, EnCon Police received reports of a bear in the north end of Hartford near Keeney Park. The bear was reported to be unafraid of people and had been previously tagged. On September 12th the bear was located in Keeney Park and a determination was made, based on the bear’s previous record and current bold behavior, to euthanize the bear in the interest of public safety. The bear was retrieved by DEEP Wildlife biologists and removed from the scene.
Search and Rescue
On September 25, 2012 at 5:00P.M., Connecticut State Police requested assistance from DEEP’s EnCon Police to help locate a female near South Lake Street and Gallows Lane (White Memorial area) in Litchfield who had stated that she wanted to harm herself. Officer Erin Crossman and K-9 Ellie Mae responded to the scene where awaiting officers had located the female’s vehicle parked at the end of the street. After a short search, Officer Crossman and K-9 Ellie Mae located the woman unharmed and she was transported by ambulance to a local hospital.

Criminal Mischief Arrest
On September 15, 2012 Sergeant Kane and Officer Lambert received a complaint from a park patron at Rocky Neck State Park concerning two individuals spray painting (tagging) items in the park. Sergeant Kane and Officer Lambert located the alleged taggers as they were leaving the area near the Pavilion. Both suspects had backpacks containing paint cans and had fresh paint residue on them and their backpacks. Christopher Neal, age 19 and Wesley Flanders, age 18 both residing in East Lyme were charged with Criminal Mischief third degree and released on a non surety bond.
Boating Accident/ Arrest
On September 14, 2012 Officer Bouthillier, Monday and O’Brien responded to the Niantic River for a report of a boating accident. Witnesses reported to East Lyme Police that a Sailboat entering the river from the Bay struck a Charter vessel as it was leaving the river and then struck several other docked boats in a marina. A total of three vessels sustained minor damage as well as the sailboat. The operator of the sailboat, Kenneth Elyosius, age 59 from Bristol was charged with Reckless Operation of a vessel first degree and given a court date in New London Superior Court. The operator was on supervised parole and likely will face additional charges as a result of his arrest.
Drug Arrest
On September 22, 2012 at about midnight, Officer O’Brien was patrolling Hammonasset Beach State Park and observed a vehicle travelling the wrong way on a park road. Upon stopping the vehicle, he smelled the odor of marijuana in the vehicle and observed a small bag of suspected marijuana. The four occupants, two sixteen year old males and two seventeen year old males, all received juvenile summonses for the illegal drug possession, as well as a citation to the operator for the motor vehicle violation. All four have court appearances scheduled in various juvenile courts across the state.
Illegal Shellfishing
On September 3, 2012 Guilford Police and a town shellfish warden requested assistance from State ENCON Police. They had detained a group of individuals near Chaffinch Island who were in possession of large amounts of clams in a town recreational area. Officers Bruno, O’Brien, Reilly and Sgt. Lundin responded to assist. Only one of four people had a valid town shellfishing permit, and they were cited for possession of shellfish over the daily creel limit. Three other individuals in the same group had no permits and were cited by officers for over the possession limit and failure to have town permits. The illegal shellfish were returned to the waters in the interest of conservation.
Eastern District
BUI Arrest
On September 1, 2012 Officer Stanko was patrolling Coventry Lake as part of a boating safety initiative. Officer Stanko encountered a man suspected of operating his vessel while under the influence. Field sobriety tests were conducted on the operator. The suspect was taken into custody and transported to Coventry Police Department for further testing. The operator’s blood alcohol concentration (BAC) was found to be over the legal limit. The suspect was charged and released on a $500 dollar bond with a court date later in the month.
Public Outreach
Officers from the entire state attended the Big E (Eastern States Exposition) to promote the agency and the State of Connecticut as a leader in Conservation Law Enforcement. The officers utilized the TIP trailer for the entire event which lasted from September 14 to September 30. Officers had thousands of contacts throughout the event and were noticed for their dedication and professionalism.
Did they find out what was wrong with the moose? hit by car or sick?
The biologists thought it was brain worm.
Is the plan to investigate this further; do they send samples out for biopsy to make sure that is what it was. Given CWD being right next door - it would be something I'd hope they would count out.

That falls within the purview of the biologists to follow up on. I don't know if they did or not.
