Your town IWWA definitely has jurisdiction here. Call and talk to the enforcement agent in your town. They could instantly issue something for it and hopefully deep can do something also.

That's awful. Amazing how many agencies pass on doing something about it...or at least looking into it. They ask people to get involved and then wonder why people drop out.
Beacon Falls is a small town. I don't think they have an enforcement officer on staff. There isn't one listed on the website. There is no town planner, no town engineer - they contract those out. Maybe they contract out enforcement of zoning and wetlands too, who knows.

The WEO listed on the Beacon Falls website is David Keating, 203-729-4216 x 3, Weds. mornings only. They also list a town engineer but it's the WEO you want.
Sorry to hear that about Mr. Keating. They probably have someone filling in, it shouldn't be too hard to get a cease and desist issued. You can also try calling the chairperson of the inland wetland commission, the chairs tend to be the most active members on commissions.

I have looked into the situation and have talked with our inland/wetlands people. The State of CT used to have an enforceable stream channel encroachment zone of 75'-150 The situation falls with the Town of Beacon Falls and their wetlands division. They should have a stream channel encroachment buffer zone between 75'-150' or some sort of buffer. Unfortunately Beacon Falls is the responsible enforcement agency.
