No disrespect but I couldn't make heads or tails of that response whatsoever. Granted I'm not the brightest bulb on this website but whoever was dragging out there whether they should have been or shouldn't have been hard long gone by now.

Sorry for the confusion, I thought I added the answer along with aforementioned information. Here is what I got from fisheries.
Trawling is permitted west of Stratford Shoal. The restrictions are the vessel must be less than 44 feet (there are/is an exemption for people who fished in 1982) and no night time trawling west of Madison.
The reason I posted is because I've seen the FV John Dempsey, from Port Jefferson I think, dragging west of middle Grounds light during the day and then head over to the Connecticut side in the evening or late at night. Over the last three years I've seen the vessel trolling at night off bouy 18, and Stratford PT on many nights. I do a lot of night time striper fishing in the spring/ summer/fall and during the month of June when the striper bite is hot they like to come over to the Connecticut side around 2 or 3 am. Then work back to middle Grounds by first light and then back to Port Jeff by mid morning. just last week when I was fishing middle grounds they came out early evening and headed to the Connecticut side around 5pm when I was headed in so they had to be dragging in the dark. They are usually out during the week not on the weekends. I hope someone can look into this because these guys have to be putting a huge dent in the fish population in the western sound.
