Skip, I was sent the following information. I hope you can point me in the right direction for clarification.
"The following public notice has been posted on the CT DEEP website:
(Naugatuck) Tentative determination to approve an application by Haynes Materials Company in Naugatuck for withdrawal of a maximum of 1 million gallons per day from an unnamed water supply basin to supply water to wash excavated rock. To view this public notice, please visit www.ct.gov/dep/cwp/view.asp?a=2586&Q=515672&depNav_GID=1511 "
How can the public comment on this if they don't name the water supply? I can only surmise that it is the Naugy, but no way can that sustain a million gal per day. Especially in the summer. Aside from the drawdown,I wonder where the dirty water would go after washing the stone. IMO Haynes does not have a particularly good reputation, so I am more than a little worried about this. Bob

1 million gallons a day? I thought I read that wrong. It has to be the Naugy. Looking at maps I don't see much else there. We can only imagine what that would do to the river during the summer. Can't be the first time the Naugy is used for this purpose. O and g has 2 plants on the river. I wonder if they draw water too? Time will tell.
talk about crafty wording! really? unnamed water supply?
IMO - that could easily invalidate the public notice if anyone wanted to challenge it.
Bob. - I suspect they have some type of surface water on their site. Call Doug at DEEP that guy is a very straight shooter and will explain.

Proposed Activity, At the end it says,it will affect a man made water supply basin. Using my very limited math skills, i came up with 1 acre at 3.77ft =1 million gallons

Your math may be correct. It still has to be replenished by something. My guess is they will wash rocks for washed stone, then the runoff will go through a detention basin and back into the water source downstream. This is just a guess.

It looks like it's Straitsville Brook in Naugatuck. They are not near the Naugatuck River so I don't think it would be coming from there. They do have several holding ponds on their property so what they may be looking for is to draw water from the brook to replenish their ponds.
We don't get involved with water permit issues so I'm in the dark as much as you are.
Here's a google map view of their plant on RT 63, where the permit application shows the location for the request:
