Contact a RWA (regional water authority) they have their own budget and membership fee. I know I wouldn't mind paying a $20 fee to fish for musky in ct, hell I do that just for the walleye and bass at saltonstall. Being private allows the extra income to go into the fishing for the people willing to pay to get it. If someone sent a well written letter to then with a list of all the ctf members willing to pay an extra $20 or $30 to musky fish you would have a good chance of them listening. The potential for them to make a good amount of profit is there. Best of all its not a permanent change to any water body if they use tiger musky.
